Jining Polytechnic is located in Jining, Shandong Province-hometown of Confucius and Mencius with a long history and splendid culture, and known as the “Canal Capital”. Founded in 1979, the college was approved by the People’s Government of Shandong Province in October 2000 as one of China’s first higher vocational colleges. It now has more than 1,400 full-time and part-time staff, with over 85% of full-time teachers holding doctoral or master’s degrees, and more than 40% of professional and technical personnel holding associate senior or higher titles. The college has over 24,000 full-time students.
The college adheres to Party-building leadership and concept-driven development. Following the positioning of “international vision, domestic first-class, rooted in industry, distinctive characteristics”, it forges a new engine for high-quality development through Party building, and consolidates its goals of “creating first-class, striving for Double High, and upgrading to undergraduate level”, leading the quality improvement and upgrading of regional vocational education. It has explored a distinctive development path featuring “integration of industry and education, digital-intelligence empowerment, seamless connection between learning and positions, and cultural education.” In 2025, the college was selected into the national “Double High Plan” construction institutions, awarded the title of “National Civilized Campus”, and won the Excellent School Award of the 9th Huang Yanpei Vocational Education Award. In recent years, it has successively been recognized as a national model school for digital campus construction in vocational institutions, a pilot unit for modern apprenticeship by the Ministry of Education, a collaborative innovation center by the Ministry of Education, one of the first batch of skill-oriented characteristic universities in Shandong Province, a high-quality higher vocational college in Shandong Province, a typical institution for governance modernization among national higher vocational colleges in 2024, a four-star institution in the Asia-Pacific Vocational Institutions Influence Index 2025, and awarded a 6-star “Top Chinese Higher Vocational College” in the “CUAA 2026 Chinese University Rankings”, ranking among the top A-category institutions in Shandong Province’s higher vocational education quality monitoring. It has been approved for national model Party-building branches and three national “Dual Leaders” teacher Party branch secretary “Strong Nation Action” teams; five Youth League branches and student organizations have been awarded national titles as dynamic League branches and model student teams by the Central Committee of the Communist Youth League.
The college insists on integration of industry and education to improve quality and excellence. Closely aligning with the development needs of new-quality productive forces and precisely serving the construction of Shandong Province’s green, low-carbon, high-quality development pilot zone, it focuses on Jining’s “232” industrial clusters and actively promotes cooperation among school and local government, enterprises, institutions, and international partners. It has co-established an Energy Storage Technology Research Institute with the Nonferrous Metals Industry Talent Center and CATL; established the Shandong Rare Earth New Materials Innovation Base; jointly built the BeiDou Application and Low-Altitude Economy Industry College with China North Industries Beidou Satellite Communication Co., Ltd.; co-established a mixed-ownership JizhiHuapu Industry College and New Materials Research Institute with Shandong Huapu Testing Co., Ltd.; and jointly founded the Tencent Cloud Digital Technology Industry College with Jining Land Development Group, creating a new talent cultivation model of “campus within park” and “park within campus.” It has led the establishment of three provincial-level city-industry integration consortia and three provincial-level industry-education integration communities. Together with leading provincial and municipal enterprises, it has built 13 industry colleges, 10 master skill studios, and 17 school-enterprise cooperative majors, and set up productive training bases in 427 enterprises. It has cooperated with domestic and international universities such as Far Eastern State Transport University of Russia, Linyi University, and Tunku Abdul Rahman University of Management and Technology of Malaysia to carry out integrated bachelor-master pathways. It has developed 114 key projects including national backbone majors, national apprenticeship pilots, and high-level specialty clusters. In the past two sessions, it has won national first and second prizes in teaching achievements and 19 provincial special prizes; ranked among the top 38 in national vocational education teaching achievements, top 60 in resource construction, top 50 in informatization achievements, and top 100 in industry-education integration among higher vocational colleges; and been selected as typical cases by the Ministry of Education and the Ministry of Industry and Information Technology. It has built 94 national and provincial high-quality resource-sharing courses and online courses, obtained approval for 19 excellent national textbooks and national and provincial planned textbooks, established 48 national and provincial teaching teams, master studios, and innovation platforms, and undertaken over 500 national and provincial research projects. In the past two years, it has recruited and cultivated 102 doctoral and high-skilled talents at provincial level or above, and been approved as a Shandong Provincial Postdoctoral Innovation Practice Base. It has 6 second-grade professors, 1 national “Ten Thousand Talents Plan” expert, and 66 recipients of national and provincial honors including National Model Worker, National May 1st Labor Medal, and provincial teaching masters. The college has been approved for the “Qilin Workshop” training base of Ministry of Industry and Information Technology of the People’s Republic of China, Shandong Engineering Research Center, and Shandong Intelligent Manufacturing Digital Economy Talent Training Base. It has won the gold medal in the final round of the World Vocational College Skills Competition and first prize in the National Vocational College Teaching Ability Competition.
The college adheres to moral and technical cultivation and cultural education. Guided by the socialist core values and aiming at “decent employment, wonderful life, and outstanding life”, it pioneered nationwide the “Three Integrations, Three Entries, Three Classrooms” cultural education system, advancing six parallel dimensions: curriculum-based, activity-based, digital, industrialized, internationalized, and alliance-based development. It has established the nation’s only national teaching resource repository titled “Inheritance and Innovation of Confucian Culture and Luban Craftsmanship Spirit.” Projects such as “Elegant Confucian Music • Millennium of Poetry and Rites” and the “One-Stop” student community were selected into the 2025 national program for improving ideological and political work quality in universities. It has been approved as a “Culture + Network” dual-empowerment ideological and political community by the Ministry of Education of the People’s Republic of China and admitted as a member of the International Confucian Association. It has developed a series of courses such as “Heart Reading of The Analects”, and received honors including the Shandong-style Huang Danian Teacher Team and the “Youth Innovation Team Program” in Shandong universities. It has created activity brands such as “Flowers of May” and “Golden Sound and Jade Resonance • Authentic Chinese Music.” The women’s volleyball team has won seven consecutive provincial championships and been selected into the national “One School One Brand” demonstration project. It has led the establishment of the National Institute of Traditional Chinese Virtues in Vocational Education and the National Red Culture Education Community for vocational colleges, and has been recognized as a leading unit by the Ministry of Education’s Cultural Quality Education Steering Committee, one of the first national cultural quality education bases for vocational colleges, and a Shandong Intangible Cultural Heritage Education Base. It has successively won the 2nd, 4th, and 6th Shandong Provincial Government Cultural Innovation Awards and been admitted as a member of the International Confucian Association.
The college adheres to “going global” in vocational education and international development. Serving international production capacity cooperation, it has established five Sino-foreign cooperative majors including logistics management and optometry technology, and been selected into the Shandong Provincial Demonstration Project for Sino-foreign cooperative education. It aligns with international standards, developing 95 sets of overseas resource-standard equipment, building 50 internationalized courses, and compiling 20 sets of cooperative textbooks. It has hosted international exchange conferences on vocational education development, led the establishment of the China (Shandong)–Laos Vocational Education Community, and serves as its secretariat. It has established four “LiuyiDacheng Workshops” in institutions such as Pskov State University in Russia and Dong-A University in South Korea; co-built five overseas campuses with institutions including Seychelles Institute of Technology, Uganda Institute of Information and Communications Technology, New Era University College of Malaysia, National Institute of Transport of Tanzania, and Umi Health Sciences College; and jointly established the “Ban-Mo College” with CRJE (East Africa) Co., Ltd. and the Tanzania National Transport College. It has innovated an international talent cultivation model of “Chinese language + vocational skills + culture + employment”, enrolling over 300 international students from 13 countries including Laos, Indonesia, Kazakhstan, Mongolia, and the Philippines. The college has been elected as vice chairman unit of the China–Central and Eastern European Countries Industry-Education Integration Alliance and the China–Germany Vocational Education Industry-Education Integration Alliance, and its typical case of vocational education “going global” has been promoted worldwide at international vocational education conferences.
Advancing in the new era and embracing new challenges, the college will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the original mission of vocational education, fulfill the mission of cultivating talents for the Party and the country, stimulate innovation vitality, enter new tracks, expand into broader fields, and promote integration between vocational and general education and between industry and education. It will strive to build a vocational university at the undergraduate level, serve all-round human development, economic and social development, and national strategies. On the historic journey of building a strong education nation, it will forge ahead with determination and courage, amplify the voice of “Jining Polytechnic”, make greater contributions, and compose a magnificent chapter of glory and dreams intertwined.
